I found out “The Third Blade” didn’t give you cooldown reduction at all and skills still didn’t cost any Fury although it should.
Are you sure you are looking at weapon mastery skills and that you don’t use the aspect that converts CDR into damage?
Having similar problem. Using Third Blade for mighty throw build. Not removing cooldown. Tried restarting game, and re-equipping items. No luck
I have just found the third blade tonight, and tried it with migthy throw, and no cooldown or fury cost 
take of the ‘delayed extinction’ aspect if you want to remove the CD
