Please check the settings of all non-horse mounts, they are definitely slower than the horses.
I really love my WoW tiger and I need him to be as fast as the horses.

I just put this to the test.
Ran from Cerrigar to Firebreak Manor. first on horseback then on the Cheetah
Horseback: 15.91 secs
Cheetah : 13.96 secs
There might have been a bit of delay or speed variation due to space bar boost overall,
so that’s +/- 1 sec margin of error, so I reckon they’re the same, maybe the cat a bit faster.
Maybe becoz the cat looks burly that you think it’s slower?

You do know, that you can spur even your Tiger, so it goes faster, just like a horse, where you gently tab the horse, so it knows, you are in a hurry.
I think just the animation feels slower. I usually run everywhere. At 200% walking speed, you outrun most things.
