My friend and I paid 50m gold to guarantee passive ranks on dropped legendary amulets from doing a Tribute of Radiance, which rewards Ancestral Legendaries, and NONE of the amulets that dropped had a passive rank affix. The bargain says that dropped legendary amulets will ALWAYS possess at least one passive rank affix. My friend was a bit disappointed to get a 3GA amulet only to see that it has no passive ranks.
