Vessel of Hatred purchased on xbox - unable to play on PC

Hello,

I purchased Vessel of Hatred on Xbox, and it is linked to my xbox/microsoft account. I can play it without issues on Xbox.

However, on my PC, I can only access Diablo 4 and not this expansion. Is this expected behavior? If not, could this issue be resolved?

you buy for xbox if will play on pc you most buy for pc
