There is a war plans issues. Fully completed but stuck at level 9, 7/8.

I have the exact same issue.
My War Plans are stuck at Rank 9/10 with 7/8 Activity Skill Points, even though all War Plan activities are fully completed (7/7).
Because of this, I cannot complete the War Plans system.
This is extremely frustrating because I have completed all of the required content, yet I am permanently prevented from reaching Rank 10 due to this bug. I hope this issue can be investigated and resolved soon.

Same problem. Witnessed it first hand when two of my activity nodes levelled up at the same time - resulting in only one point being counted. My War Plans are stuck at Rank 9 (7/8) despite having all activities maxed out.
