Crit chance makes sense e.g. 3% chance to crit is pretty clear, but if something like firebolt has lucky hit chance of 20% what does that mean? That 20% procs what? What has a 20% chance of happening? Or frost bolt has 30% etc? Every skill has this, but just cannot work out what it means.

Therefore, raising your LH stat is giving you a greater chance of triggering any effect your item may have for the mechanic.
