There are no private games in D4, however. Maybe you were thinking of them.
Primarily because the design considerations for this version included a very strict “NOTHING FROM DIABLO 3” instruction.
I mean, they included the QoL features the fans asked for then decided these weren’t going to make the cut because “reasons”…

A public game in D3 is one where anyone can join (as far as I can remember).
A private game would be solo without any other players unless invited.
D4 is effectivly a public game with certain private areas (dungeons)

“Join public game” drops you into a random party. You still operated independently.
There is zero reason why this wasn’t brought across, especially given the xp buff parties provide. It’s just… a weird decision.
Join public game didn’t drop you into a party. It dropped you into a game with a maximum of 4 players exist.
No one had to do anything like actually play together.
In D4 this is effectivly the default, execept the maximum number of players is a lot larger and you only get benefit when other players are nearby.
In D2 a public game would also get stronger enemies and more xp with more players in the game… even if those were not in a party. (up to a max of 8)
This, however is not relevant for D4 as everyone is in a public game with multiple players… all the time. Have enemy strength and xp boosted because your player 12 in a game you didn’t decide would be wierd.
It is not. Grouping and being near others provides the buff. Randomly passing someone in the wild does not.
“Join public game” would still see randoms grouping for the buff whilst levelling

Honestly, I played in a few public games in D2 and D3, but no parties in D4.
To me it sounds like you just want a random party to be generated inside a game ( I honestly wouldn’t care). That is not a public game (a game open to the public), but a random party generator.
All games in D4 are public games as you can see other players. Your not getting benefits from them, but it is still a public game, as those players exist and can affect your game.
If you just want a button to press that lets you join a random party and thus gain benefits, that would be something else… and most likely implemantable by blizzard.
I honestly don’t know why you would want to be in a party if you don’t want to play near and help each other though.

10% XP buff if you’re killing mobs near other party members. If you have no friends or clan, then public group is the way to go. Because the function doesn’t exist in game you will see LFG on a bunch of social platforms, esp discord, filling this gap.
OP is correct. Why in the name of all that is cute and furry was this basic function omitted?
