My laptop has a Intel(R) Core™ i3-4005U CPU @ 1.70GHz 1.70 GHz 4.00 GB RAM. I know its not in the minimum requirements but will it run the game ones it is released?
Best way to find out is to install the Server Slam and try it out - if if the server slam runs, the official game probably will too. 
That said, even if the server slam does run, there is no guarantee that a future update won’t make it harder on your computer.
Blizzard has a policy that they will refund paid games or expansions within 14 days of purchase, as long as you haven’t played for more than two hours. (source: Blizzard Refund Policy - Legal – Blizzard Entertainment). They do exclude some games from that policy, but I don’t see Diablo 4 on that list.
Since this is posted in the “Console” discussion forum, I feel that I should point out that this applies to PC only - console would have its own refund policy, but I think the question is a PC question (even though it’s posted under the Console forum) since you’re talking about an Intel Core i3 processor, and I’m not aware of any consoles that run Intel Core i3 processors. 
You are right about it being a computer question i did say Laptop. Couldn’t find a Computer section on the forum…is there one? Is the Slam free?
