There is only one way to craft a Wrathful Malignant Invoker, and it is uncertain. You need to create an Uncertain Invoker which will give you a random Malignant Invoker of any type - so you have a 1 in 4 chance of getting a Wrathful Malignant Invoker.
but in over 50 made cant even get one Wrathful Malignant Invoker to drop

Your statement that it is a 1 in 4 chance is where you made the mistake. As nice as that would be, since Wrathful is the ‘rare’ drop or choice, the likelihood is that the chance for it to drop is more like a 1% chance with the other three having a 33% chance each. (Keep in mind that I do not know the exact %, but given my experience with the Diablo franchise, similar loot patterns, and statistics, I wouldn’t be surprised if it’s close or spot on)

wow if they are that rare that means they should be for used for high lvl end game builds . so why edited by moderation is it in chapter 3 of the Season Journey Use Wrathful Malignant Invoker in a Malignant Tunnel
The only non-cynical or non-dev-insulting answer to that question is: it’s not a mandatory completion to progress onto the next chapter.
The pvp parts piss me off way more as I don’t give damn about pvp in this game. Good thing they put in that flexibility.
I think the ravening pit(s) has a higher chance of spawning Wrathful Elites if you want a better shot at getting the caged hearts.
