If I’m not mistaking, the average is 1 legendary per 20 packs, so it’s pretty normal

Yeah, the first 10 packs in a set will have at least 1 legendary, then the average is 1 every 20 packs, with a pity timer of 40.
Sucks but perfectly normal.
