This makes Velen useless for any serious Demon Hunter crewmates deck.

I assume you mean the one that shuffles crewmates into the deck and then draws them with the deathrattle?
Not I mean the crewmates, that summon crewmates adjacent to them.
This works as intended. Velens Effect (The Crewmate’s Battlecry) triggers on Deathrattle… And since no “Adjacent minions in hand” can exist on the battlefield at the same time, he won’t summon them
