So many decks have multiple Legendary cards in to win but how do people afford to buy so many?
Well, because players have different levels of financial circumstances, or they have played for awhile and/or accumulated lots of dust to craft.

I’m going to start saving for the next expansion, if I choose to stay in the game. It is getting more pricey. Personally I think the battle pass should be included in the bundles and also the option to pay for it separate as I think £75 for a mega bundle is more then enough to pay per expansion.
I am really enjoying the expansion apart from the amount of demon hunters I am playing against now but I really like this expansion.
I needed to count them but since i started playing tthis game as a F2P player back in 2014 i collected 192 legendary’s , and quite a bunch of them where free
I’m not sure, I have most in standard. I dusted a lot of cards after I had a break to catch up as I only play standard. I do regret it but then I have looked at wild and there are some nasty decks that I wouldn’t like to play against so I’m happy in standard at the moment.
Same hahaha i did try some Wild but yeah, most of the decks that are played the most are really whacky for my taste. And i too had taken a break from the game for at least a year or so, but i didn’t dust anything, i’m actually trying to collect all the cards as a f2p player (a man can dream hahaha just let me dream).
Anyway yeah, there are some crazy strong decks that have a lot of legendaries, or just need them to win. Luckly most of the time they are not necessary and you can still win or enjoy the game without them, but that still doesn’t mean they are strong. As Nostalgmus says, most of the legendaries are given free, you can still collect a lot of them, but if you have my bad luck you’ll get all the weak ones, or the ones you’re not interested hahaha. But still there are a lot of people who can and will invest a lot of money in the game, and probably have a very well knowledge of how to dust and craft in a very economic way. As you might see, there are people who play just one or two classes, or those who just plays the top meta decks, or just standard, so any other card gets dusted and invested that way mainly.
I’m personally extremely meticulous when it comes to crafting and dusting cards. For example I still haven’t crafted any cards from darkmoon, combo of having enough fun and waiting for any nerfs. Also my current DE button is on 45,965 where I won’t dust any of them unless a card gets nerfed (which i always dust) or I run out of dust (I’ve got myself to a point where I probably never will but you never know).
Outside of that, I just take advantage of any situation that develops naturally in game e.g. crafting HoF cards for “free”, having a constant arena open that has so for netted me 20+ packs for the 1 ticket they gave out at halloween a few years ago etc.
I could have easily had the best deck constantly without spending money, but that’s not me, so where some expansions have been dull/I’ve been lucky enough to get the fun stuff I want, I’ve just let the dust accumulate. Probably been a bit too tight if anything but that’s also down to the fact that I’ve hit quite a few of the legendaries that ended up gettine nerfed and never got around to reinvesting the dust (it’s at least 4 of the standard ones at a glance).
I find that the legendary cards are usually not that much of a problem if you know what you’re doing.
What really drives me up the wall are some of the Epic cards. The fact that they drop so rarely and you can (And usually need) two of them in the deck has caused me headaches like you wouldn’t believe.
