The devs must obviously be aware of this. But it cant be legitimate so why hasn’t it been fixed?
This happens in 2 different ways: with apprentices + spam fireballs or with chandler + ignites.
Mage just spams us to death and the clock timer is irrelevant. They just never run out of time.
Why not?

Yes, they are.
Here’s a thing for you to try. Create a deck with lots of cards that have relatively slow animations. Assemble some of those cards in hand. When your turn comes, wait until the rope already burns, then play as many of those cards from your hand as you can. You will see that if you click and/or drag cards fast enough, all of the animations will continue to play after the rope has already burned completely. This is legit because you PLAYED the card in time; it’s just the animation that runs over.
Your opponent would see those same animations, in approximately the same time (depending on the speed of their device). However, they do not see you play the cards when you played them; they see it as if each cards is played when the previous animation is finished. (They might see targeting arrows earlier though). And your opponent will not see the rope explode when it explodes on your side, but after the last animation has finished on their end.
Now think back of those mage games that you felt were unfair. Think of all the targeting arrows you see appear seemingly without cards being played … that’s actually your opponent playing cards. Within their turn time. You just don’t see it yet.
@Blizzard: This is clearly very confusing; I’ve had to explain this over the years more times than I can remember. Would it be possible to change the client so that for instance a small thumbnail of each card appears next to the opponent hero as soon as they play the card on their end; and then change the animation for the card to not make it appear to come from hand, but make it appear to come from that thumbnail? (So you’d basically literally see all cards that are played but not animated yet as a queue of small thumbnails next to the enemy face).

Your opponent was probably doing a lot of actions in a small time. I’ve tried the infinite Ignite-deck and it’s hell. You have to be very fast because otherwise your time will run out. No room for mistakes.
Have you tried searching for previous posts regarding the matter. It has already been thoroughly discussed.
