Mayor Noggenfogger’s description says “All targets are chosen randomly”.
But targets in this case only Enemy’s characters. This is not random. Description or card mechanic has to be changes
I’m hearthstone “targets” is short for “valid targets”. So in the Mayor’s case, minions will always attack an enemy as minions on their own side are not valid targets. However if you use a spell, say fireball, the Mayor can make you fireball yourself in the face as you’re a valid target.
The card Mass hysteria avoids this valid target rule.
But noggenfogger’s board spell wont trade into your own minions, otherwise it would be a good rng board clear card so your enemy isnt able to attack without risking minion losses.
Mass hysteria purposely doesn’t use the word “target” for that very reason.

When noggenfogger was released i crafted it with dust only to find out it did not work as i expected it to be
