I’ve played a lot of Battlegrounds Duos games today (I guess 20 to 30 or more) and I only recall seeing Quillboar in the available tribes in something like one or two of them. Is this a bug or working as intended? It’s extremely unlikely if there’s supposed to be an equal chance of getting any given tribe each game.
Better that way, or else you see 8 people fighting over QBs
Not sure if it is a bug, but I played 3 in a row and every game the Tier 7 hero was offered to me. I then noticed that in every game the T7 dude was somehow involved.
QBs were also not in my games. I think there might be a soft lock on them at the moment.
QBs are already OP but with Floop Dogg they are insane. If your team mate is rocking Chargl it will be golden with Floop. Same with the other high end QBs. Everything goes golden and then it’s GG.
I think you may be on to something here.

People play Quillboars because they have 100% win rate in duo or solo
