Snowfall Guardian and (un-)freezed minions

When Snowfall Guardian is played it freeze all minions. However sometimes at the end of the turn it was played, some minions of the player (Shaman) that played the card unfreezes. They do not stay freezed for a whole turn.
I just had a game when my opponent played Snowfall Guardian and at the end of that turn 1 minion out of 4 unfreezed. And then the next turn he played Brilliant Macaw and at the end of that turn all his minions unfreezed. So in the next turn he could attack with all his minions while mine minions were all still freezed.
Is this a bug or intended?

The way freeze work is you skip your next attack. So if those minions could attack BUT didn’t then they’d un-freeze at the end of that turn. If they’d already attacked, then they’d stay frozen.

One example: You play a minion with Rush on an empty board and play a Snowfall Guardian with it. As far as the game is concerned, the Rush minion could have attacked before you played the Snowfall Guardian, but since there was nothing to attack, it gets unfrozen at the end of your turn and is ready to attack next turn.

Another example: You play a minion with Rush and Windfury on a board with 1 enemy minion and attack with your minion once and kill it, then you play the Snowfall Guardian. Since it had Windfury it could have attacked another time if there was a target but you already killed it, therefore the Snowfall Guardian’s freeze ends at the end of your turn and the minion is ready to attack next turn.
