Nah it’s a battlecry.
Jailor’s effect becomes a permanent board-wide effect, almost like an aura like Brann but not tied to the minion. Kinda like how you can play Wildheart Guff and then play Malfurion The Pestilent and still keep the 20 mana crystal max.
