I was testing a deck idea that revolved around casting the spell Windfury through Zephrys into a high attack minion, alongside a Whirlwind Tempest. I had a Ravenholdt Assassin on board with the WT, then casted a discounted Zephrys but it didn’t give me the option to choose Windfury even though it was lethal.
Is this by design?

My guess is that you were just smarter than Zephrys. It wouldn’t surprise me as previous you had to do the first attack to get offered windfury if it was lethal but they made him smarter to fix that.
There are imperfections in Zephrys, and there have already been many fixes. I’m sure there will be more, and I’m sure some developers and designers curse the day they decided to make this card.
When you see Zephrys mess up, I recommend making two screenshots (one with the options visible, the other with the options hidden). Then post on the bug report forum: https://us.forums.blizzard.com/en/hearthstone/c/bug-report/8 and include the screenshot (there’s a sticky post there with instructions on how to work around the hyperlink restrictions).
If you play with an addon that records the games to hsreplay.net, then also add a link to the game.
Zephrys’ AI is unique, never been done in Hearthstone and as such there’s gonna be imperfections. Time will see him being improved and, to quote one of the Customer Support staff, being made even more Great.
That being said, doing what BigHugger suggested also helps speed that process along.
