The talent is horrible. It’s only purpose is to use on Cho’Gall, and even then it is lackluster. Otherwise it serves to give your opponent more experience. It either needs a complete rework to not be useless, except for your opponent, or remove it for a different talent.

Fully agree. I would like to see something that boosts her CDs for a short period of time and/or gives her energy.
