I think it’s main game problem. Needs to be fixed. ASAP
While I do agree that the list should be extended, calling it the games main problem is just dull.

Its even worse in wow tbh, this part of the game hasnt seen any change since 2004. But whether its the main problem for Blizzard, erm, yes and no. The blacklist itself is whatever but the general policy of lacking any kind of toxic behaviour policing or giving players tools to combat toxic behaviour has been undermining them for years.
