I have plans to make a third party application. Is there any way i can contact someone to discuss what is allowed and what is not, technical wise.
You will never get a straight answer to that from Blizzard. They have to keep their options open and anything confirmed 100% usable or not would be binding. Using 3rd party stuff is always a risk you must willing to take if you want to use such things.
