Would someone explain to me what is going on with AI?

Its always been garbage but you could carry in some games. Now it constantly hearths and sits there if you dont constantly ping. Whats the reason? In my opinion the changes to AI are terrible which is saying something because it was already bad.

Further to this why do we have to wait 2mins before the bot kicks in? afk players can be identified in 15 sec. If its a mater of the bot picking bad skills just have the bot play without talents until 2mins. Am I missing some really obvious reason why a 2min window is needed?
