As the title says, after an hour or so of gameplay, Overwatch will go from smooth frames to stuttering at 0 - 5 fps for a few seconds, then return back to normal. This occurs every few minutes in-between relatively smooth FPS.
The only way to resolve this is to relaunch the game.
This began occurring since the Hammond patch. This makes Overwatch almost unplayable with very severe FPS spikes during key moments.
I have:
The latest Nvidia drivers
The latest Windows 10 OS
No DVR recording
Most processes closed except Discord and Spotify
Deleted the Blizzard Entertainment cache folder
GTX 970 / i7 3770k / 16MB RAM

I have the same issue.
Support wasn’t helpful at all. I tried everything, changing around drivers and ingame settings, turning off all background apps- but nothing works.
No change in temperature or usage of my GPU either.
It just starts freezing up for a second every other minute after I played for a while. It grows more frequent as I go along.
Restarting doesn’t fix it, more like resets it, but the worst part is, it seems to only start when I want to play comp.
Almost as if it lures me into safety just to make me derank.
Which is even worse now that I enjoyed LFG so much and was actually able to get back to Platinum after DCs and bad matchmaking made me drop from Masters to Gold.
I am not even sure if I want to keep playing anymore. The only worthwhile mode is ranked, and ranked is so bad to begin with, that performance issues are just the icing on top
I’m having somewhat of the same problem. I literally have everything set to low or off and render scale 100%. I have a ryzen 1700x and a 1080 running a 1080p 240hz monitor. My temps never get high and randomly I’ll go from 200-250 fps to 30-40 and sometimes even just freezes up my screen for 1-2 seconds. This never happened before the recent patch and doesn’t happen on any other games. Latest updates to windows, drivers, etc. Rebooted and repaired the game. Same issues.

I’ll betcha thats caused by an overheating GPU.
If your GPU is overclocked, try turning it down to factory settings.
If you don’t have enough case fans, you may need more or stronger fans. Poor ambient temperature will cause overheats.
Last note (this one is stupid but im only putting here cuz im guilty of it)
make sure you have an intake and outake case fan AND that they are facing the right direction.
