Mei is a scientist who has taken the fight to preserve the environment into her own hands. She has been conducting research at an Overwatch established eco-Watchpoint. She had introduced cutting-edge innovations in the field of climate manipulation that protected at-risk areas in Asia.
Lurking behind the scenes is a huge evil organisation that has been working on their own weather manipulation technology for much longer than the climatologists at the Overwatch established eco-Watchpoints have. However, they have been using their research to build technology for their own gain and not for the betterment of people’s lives.
They want to harness weather manipulation to exploit the weather for financial and political gains. For example, bribing farming associations, exploiting the agriculture business, controlling the stock market and causing natural disasters.
They don’t care about the environment as long as they’re making a profit.
Their greed has no limit and they realise there is money to made in the business of weather manipulation, so they’ve been spying on Overwatch’s eco-Watchpoints to gather intel that could help their own research and advance their weapons. They’re in competition with Overwatch, especially Mei’s climate-manipulation technology.
There was a disaster, a sudden catastrophic polar storm battered the installation and cut it off. But this polar storm was not a natural occurrence. It was the work of the villainous group using their own climate manipulation technology to sabotage the climatologists. Their objective is to sabotage the research being conducted at the Watchpoint facility in Ecopoint Antarctica as it’s a potential threat to their operations.
Xue is hired by her father and sent on a reconnaissance mission to search the damaged facility caused by the polar storm as well as gather any useful intelligence. Her mission was to capture anyone in order to gather information out of them, however, she assumed everyone had died and didn’t realise there was one survivor behind.
The villain - Xue - is the daughter of the billionaire in charge of the evil mega-corporation. She has no arms. Instead, she has a chest harness equipped with technology which allows her to manipulate the matter of liquid, similar to Mei’s endothermic blaster. This allows her to create tentacles.
Xue is an extremely mobile hero that utilises her tendrils to whip across the battlefield.
Xue’s abilities:
Primary fire: Tendril cable
Xue launches her tendrils like a hook at a target and pulls herself towards them
Secondary fire: Tendril spout
Xue jumps into the air and uses her tendrils to whip shot an enemy which propels herself backwards. If an enemy is killed, her Tendril cable cooldown is reset.
E ability: Water prison
Xue uses her tendrils to create a spherical water prison. The ability traps an enemy in an inescapable sphere of water. Xue is extremely vulnerable as she must keep holding E to keep the enemy in the prison. An enemy trapped in the sphere of water can’t take damage.
It takes 1 second for the spherical water prison to fully form.
Prison time: 3 seconds
Cooldown: 12 seconds
LShift: Burst
An activated ability with a duration of 5 seconds where the water tendrils change their matter from liquid to solid ice. Xue launches tendrils towards the location she’s aiming at, when the tendril connects with a scalable surface, she’s quickly drawn towards it. She can turn and change directions. Xue cannot use her other abilities or damage players while using this ability. She can cancel the ability by pressing LShift again.

Ultimate:
I would love to hear feedback on their abilities. I’m still thinking of an ultimate. And would like help with setting cooldowns/range for her Burst ability.
