Anti cheat Detection

Hello i’m moderator on a Stream channel.
First of all, sorry for my English, i’m french.

We saw an obvious cheater and he didn’t get banned and the game did not cancel. I know somes games are cancelled when an obvious cheater is caught by anti cheat system and i know there are ban waves with smooth cheat.

But how this cheat can’t be insta detected and the game instantly cancel ?
