Cannot chat during gameplay

Hi.

I am on PC, Windows 10.

During match-searches I can chat in team/group chat just fine, but as soon as the game starts (competitive and QP) I can no longer talk. I have tried the various solutions (such as auto-joining and using an open mic, reinstalling/patching, disabling other chat programs. etc.), but nothing seems to work.

I can hear other people talking, I just cannot respond.
