Seems so, also i cannot see how to raise a ticket for this issue?? You go through the process of clicking the prompts and it just end up at the self service page and all you can do is click “continue” you cannot raise a generic ticket as far as i can tell.
That just gives me another reason to hate this company.

Having the same issues here. I actually tried to change it a couple of days ago, but couldn’t as i money in the balance. Waited for OW2 launch, spent all the money on coins and now I can’t self serve.
Continual loop. Also didn’t know about the ID thing, so tried attaché that to the ticket and it uploads but when I submit, it also goes into continual loop.
What a horrendous launch experience. Taken my money for Watchpoint and currency but won’t let me play. Don’t know any other game which demands private information to play. Shouldn’t accept my money beforehand if that’s the case

Proves once again these American companies are totally ignorant of the multicultural reality of people living in regions like Europe where switching between countries or living in one country and working in another is not uncommon. It was the same with Microsoft’s silly region/language lock in the 360 days and it’s the same now.
I have been trying to switch regions but as has been mentioned above, a generic ticket is created to be automatically closed a few hours later. I live in Belgium and have a French number as I work in Paris and cannot play because my phone number is not accepted.
And remember, this is all to avoid smurfing.
You wont avoid smurfing with this sort of stuff since I already have everything done myself and completely dodged the region stuff… I made this account in EU, played on it only in EU and for half a year in Africa when I was staged there and yet the account is set to US region for some reason… I had problems when WoW DLC came out and I was locked out of my progress and they changed it to something to recover my old stuff but now im locked to that region and cant do anything… Luckily I secured a US phone number through a friend that lives in US and I got it to work… the country self service change wont be done since quite alot of people have this problem… To avoid smurfing, all they could do is to lock HW key and mac address to one account and monitor it, then adding a phone number would be necessary to verify if your HW has changed or location changed but locking people out of that due to region and a number wont solve this issue since anyone can literally have 10x accounts, 10x numbers and do this one time thing and smurf to his liking… There are services that will provide you with virtual phone and virtual simcards are also a thing so all you gotta do is to get a desired region sim card, pay for subscription for 1 month to make it post paid temporarily, verify your account one time and you can smurf as much as you want… IT WONT CHANGE A THING
Back to the region change, if your account is set to germany, just try to find a friend or fellow player from friends list and ask him if you can verify your account trough german number, all he has to do is to borrow you some number so you could verify and then just wait for blizzard to change your region cuz you might not be able to play for a long long time before they go trough every single individual person… also to verify your region they are going to need a ton of invoices and whatnot to verify that you actually live there for real (rent bill, water bill, electricity bills, bank statements ect.).

Not really mate… To avoid all hate, what they could do was to release the game, come clean with instable servers (instead of covering it up with fake DDoS attack) and slowly make people to verify trough the number or just lock them out of ranked until they verify the number… I think what Blizzard should do is to hire atleast one smart person that would assist them with a launch of any addon, dlc or a game since its always like this when they do this… servers crash cuz they expect 1.5 million players and in the end 5 million players are trying to play make servers instable but only 500K have bought the battlepass stuff, anyone else buying it now or few days before release have also issues with this and its just sad… they should have hide any purchase options until they make sure people can actually play… OW2 looks like Fortnite on a budget of indie company…
I created an account in France a while ago, I now live and work in the Netherlands and cannot change the country code to confirm my phone number to be able to play OW2. I actually bought OW1 and cannot longer play at all. The change region page is broken and I think I generated at least 7 tickets because the page was not responding. This is a mess.

I do feel your pain, if you have friends in France and region set to France, ask your friends for a number verification so you could atleast play before they respond to your tickets cuz it might take few months to go trough alot of profiles.
To put you in my POV, I did exactly this since my account is US and I never left EU… And blizzard made it US for some reason… now I wait for their response and I asked a friend of mine in US to lend me his number temporarily so I do have access to verification number and also can play the game until its resolved. Just ask a friend for help
yep, same problem here! created in US, moved to Switzerland. Where are you guys attaching proof of residence? I also have the auto deleting tickets.
edit: just tried opening another ticket and it all seems to work now. Just needed email code and security question. Then let me change country.

We are not doing anything at this moment. Blizzard will ask for proof right after they respond to your ticket which might take 2 days or 2 months… all depends on how many things they screwed up. Just ask a friend for a number to be able to play until then.
