Can't connect Blizzard and Xbox accounts

I have tried to link my Blizzard account to my Xbox account in order to redeem Overwatch League tokens but it keeps coming up with an error saying ‘Provider did not accept user authorisation’. I have checked the error page for this, and it says it’s either because the Microsoft email used is not connected to an Xbox profile, or the account is a child account, both of which are not the case. I have contacted Xbox about this issue but they see no problems on their end, and have advised me to contact Blizzard about this problem. I have linked the accounts before, and unlinked them before with no problems, but I am now unable to link them again.

I have also submitted a web ticket to Blizzard surrounding this issue.
