Ive tried all the trouble shooting and browsed all the forum posts about the same issue, but there doesnt appear to be a solution that helps me.
Its been 2 months now of constant high pings, with fresh reinstalltions of EVERYTHING

the 1 problem servers for me are
137.221.65.91
137.221.79.33
1 is french, the other is UK, according to a quick search online they are both blizzard owned?
Same here. I used to get 66-74 ms on both servers. Since 1.5 months, I’ve been getting up to 115 ms! Playing main tank at t500 is a nightmare with this high ping. I can’t reliably block shatters etc.
I’m also having problems with servers starting with “137.221.”

I play from the UK. Whenever I queue for support on late nights like 1 AM BST and later, I get placed in a middle easter server in which i am stuck with foreign teammates and 150 ping this completely ruins my game experience I am not running any vpns. there is a thread about this on the blizzard website but no respond from support please help me this the game is completely unplayeable past 1am.
Sorry to hear you’re running into trouble. We’re not aware of any service issues effecting our games at the the moment of writing, and if it was a service issue on our side, vast numbers/all players would be experiencing the effect.

Been having problems for over a month now. There are couple of EU servers that are in Germany and France which are having technical difficulties like losing packets constantly like FranceTelecom-level3-100G.Frankfurt1.Level3(dot)net or ae3-4.RT.EQX.FKT.DE.retn(dot)net. Unfortunately neither Blizzard nor my ISP can do anything about it, so sometimes I just have matches where I have to play with 25% packet loss.

I have same issue blizzard clearly have huge server problems in amsterdam netherlands, so they need to look and fix here is my speed test result from amsterdam server, i clearly have perfect connection, 32ms ping why i have 80-90ms ping in game lol ? thats so anoying game is not playable tracers blinks are canceled to connect flashbang that i dodged… speedtest…net/result/9730523737
Been like this since January atleast and all blizzard is saying is there are no problems on their servers and same for the ISP…
