I was playing Doomfist on Lijiang Tower, we lost first Point, and I swapped to D.Va, and my supposed D.Va Tank that I was meant to be in control of spawned in front of me… and I was instead given control of a different D.Va behind the Tank that spawned for me…

Haha i’ve never seen that bug before. The Mercy was just as confused as you once they saw what was going on 
So was the Genji! We were all confused. Even my friends that were watching me play also were utterly confused. The second D.Va is an actual player, can be moved, has a Health bar, and even said my Hero Interaction during setup. I’ve never seen it before either! I really wonder what would’ve happened if I had pushed the D.Va out of spawn…
Imagine if you would get kicked for inactivity caused by your mirror universe D.Va 
That would be legendary. Would be very interesting to see what would’ve happened if the enemy would damage or even kill it.
Not exactly! You would get kicked for inactivity if you don’t engage outside of spawn, the other D.Va wasn’t meant to be there and isn’t… actually me. Just a duplicate of my Hero that spawned and I for some reason wasn’t given control over that Hero and was instead given control of another D.Va. It would’ve been funny though! And they are able to damage it I believe, it has a health bar and it can be moved, thus it is treated like any other Player.
