I am all in if there is a Cheater in a Match and we try to draw, no problem, i think its just fair and the right thing to do.
But now (for the 1st time since OW1 Release) i had a Enemy begging for a draw because he had 2 Leavers after my Team did better on 2nd Round. (not close, only 42 secs diff)
Am i the bad guy for telling him that i NEVER seen someone try or ask for a draw because of a Leaver until this point ?
We all lost Matches to Leavers / DC’s …
Now i am thinking i am a bad Person for telling him that draws are a Agreement if a Cheater is found.

This was the community SHOULD do.
But sadly, people are thirsty for that SR/%.
When you have players that think losing one match is the end of the world (see every complaining thread about leavers and losing SR for one match), you get that desperation.
We need to get into people’s heads that one game doesn’t dictate a season, or a climb. It’s based on hundreds and hundreds of games. So, if there is a cheater or a leaver be better and organise a draw where possible.

Yeah like you’d ever do that. 
Leavers are annoying and need a bigger punishment. One left right at the start of the game, and instead of the game cancelling, it carried on, then he came back when there was 1 minute left on the timer. GG Blizz.
I always offer. If people don’t respond, crack on.
Leavers happen. Doesn’t really have any long term impact. So I will offer to draw, if they aren’t interested, we play on.
