CPU Usage and Clock Speed Lower when Overwatch is Running

I’ve searched everywhere on the internet, but nothing seems to work.

Specs:
Intel Core i9-6300 @ 2.4 ghz
Radeon Pro 560X
16 GB Ram DDR4 2600
Using Bootcamp (Windows for MacOS)

In-game settings: Everything is low or off, and 3d resolution is 50% to achieve maximum FPS.

Recently, I’ve been experiencing VERY SEVERE FPS drops. We’re talking 160 with no stutters to barely having over 60fps with drops to the 15’s. I didn’t do anything new with my laptop or have downloaded or changed anything. I just booted it up and for some reason it wasn’t running as well as it should be.

Now, when I took a closer look. I realized that my CPU was not doing any work when Overwatch was open. When Overwatch was open, My CPU kept fluctuating between 4 ghz and 0.89, both of which are strange numbers. However, most of the time it was under 1 ghz. I also noticed that VRAM usage went down SIGNIFICANTLY. If I was in a ranked game, my VRAM was usually around 800-900 mb but now it was just under 400. (keep in mind, the in-game settings I used did not change.)

Also, to achieve higher FPS my CPU works harder. My temperature in-game is usually 76 degrees Celsius, but recently it has dropped to around 66.

So it’s more of a matter of how I can get my CPU and GPU to both work harder.

Here are solutions I have already tried but not worked:
Closing all background applications; including system tray
Adjusting my power plan and min/max processor state
Doing the “msconfig” thing and changing the number of processors.
Updating Windows.
