And yet again why are we debating tank pick rates here? Yes Brig helped change that meta true. But why do you think Brig had to be created to change the meta in the first place?
Because blizzard balanced themselves into a corner. They always have to buff someone, if they want to nerf a hero and then they can’t go back anymore and have to create a hero to fight a meta, which is also the wrong approach.
Well you can’t always justify decisions based on the long term right or wrong paths chosen. You have now, this moment and your past experiences to teach you about future decisions you can make.
I believe Blizzard used stats from the current state of this game, and created heroes to diversify the meta. It’s a good thing, that the highest pickrate for a hero is at 11% and not higher. That’s a very nice thing indeed.
This isn’t about pickrate though. As I said many times.
Brigitte has just too many unfair things going on at the same time and they outweigh the “good” things.
Even hero with a 1% pickrate has problems. Genji for example his stupid animation canceling needs fixing as well.

At Masters her pick rates (4.84%) dropping close to Widow (4.60%) whose a close 7th.

The pickrates don’t tell me that she is balanced. As I said it’s like saying sombra is the most unbalanced hero ever and needs huge buffs, which would be wrong because that’s NOT how you balance.

Pick rates do show what heroes at this point are the most favorable to play. They are being played the most because they have the ability to win games.
They are picked the least, because they aren’t providing as much value.
Going my past experiences every hero that had an unusually stronger advantage had a super high pick rate. Take Mercy or Hog that were pretty much a must pick (100%) in every game. Heroes like Sym, Torb, Bastion had low pick rates cause in most situations they weren’t strong enough. So yes pick rates do tell you how good a certain hero is at a given point of time.
Then read the rest. Sombra needs more buffs then. So that she reaches 10% pickrate as well.
You still don’t understand how the pickrates work.
Sombra’s pick rate isn’t low because she’s weak. She is situational, and the situations that she gets picked up for are quite less.

But that’s how you balance. Brig doesn’t need nerfs because she is low picked, she needs buffs. RIght?
A High Pick rate is an indicator to show a heroes good.
An abnormally high pick rate shows she’s very strong.
A 100% pick rate shows she’s OP.
Being low however on the pickrate doesn’t always indicate weakness, but rather lack of situations for those heroes.
