how do you dodge his ult, also why does he get to dash out instantly after 1 shotting someone?

You dodge his ult by finding a piece of terrain, or a corner, and standing next to it. When the fat red circle appears, move so that you can no longer see the inner circle. There you go.
doom cant escape with an arrow in his head. Checked.
You can Winston Bubble it, you can shield it, you can sleep him after he is forced to “finish” his “coming down” animation. Plus you can Zarya bubble him, you can stand behind Meis wall, but also behind her ice block, when you are exactly behind it (congo-line).
Just some Ideas but there are for sure more c:
think of his ult as a dva bomb, but one that can be automatically detonated, find a piece of terrain or a corner and once you hear his ult come down, hide behind it.
and listen when hes ulting, the sound gets louder if hes on top of you.
technically it isn’t a one-shot he combos his ability with his gun, remember he has a shotgun so close range he can devastate anyone with 200 health, his ability just set it up to do so.
as for getting out,
he’s a dps, most dps in the game have a mechanic to escape,(tracer,genji,sombra)
just throw some cc at his way and he will be in a bad spot (McRee flash and Brigitte shield bash seems to be the stronger ones at the moment) also road hog is a good counter to him just try not feeding too much ult charge.
