What you described is a very logical reason.
On the other hand, I agree that the baning system doesn’t encourage you to rejoin and continue playing, and that should be fixed.
- Perfect attendance without leaving/disconnecting: no penalties
- Leaving and rejoining: reduced penalties
- Leaving and not rejoining: full penalty
With the above system there is an incentive to rejoin and those who disrupt the gameplay with leaving/disconnecting always get punished.
