even on low settings. I run at the stats everytime I play the game it gets to 70-90fps as shouldnt be

with you only having a 60Hz monitor, the most frames you can see will be 60fps, so your just overworking your graphics card for nothing trying to display more.
Also, your specs are not High, considering the age of your CPU and the 1060, so I would say your getting a decent performance out of that setup
so i can still play overwatch at reccomended nvidia setting?
Personally, i would never use the nvidia experience to auto select your settings, do it manually.
If you show the in-game FPS counter, you can choose what settings suit you best.
what if I run it in windowed fullscreen so I can watch yt while waiting to get into game?
That can cause lag when you are playing and watching youtube
