Framerate capped to display [60] in fullscreen mode only

When in borderless windowed mode I can get fps values 120-210 depending on the visual settings I’m using [then I’ll cap it to 121, x2+1 that of monitor], with SIM at 6.8.

But I recentally heard that windowed mode increases SIM, so I wanted to fix that by changing to fullscreen. But it limited my FPS to 60 [/“59…” actually]! As such, my SIM becomes 16-20.

The chosen FPS setting of 121 [or 300 for testing “uncapped”] remains the same.

This solution does not work.

FullScreenRefresh = 121

Upon opening the game, the FPS is still at 60 and closing that value is reset to 60.

Windows 7 btw.

When you select the resolution in the settings the same resolution will be there several times with different refresh rates. Pick the one with your desired refresh rate. Regardless of your desired refresh rate, the main menus is always locked to 60 FPS automatically so test this thing in-game or in the practice range.

I see only one for my resolution of 1920x1080, 1920 X 1080 (60)(*). I’d like to post a picture but blizzard tells me I can’t link to pictures in replies, wtf.

Pick the one with your desired refresh rate.

I’ve had it on 1920 X 1080 (60)(*) for all my testing. My FRAME RATE CAP has been 121. Going into PR to test the FPS readout in the top left, for windowed - 121, for fullscreen - 59... or 60.

edit: in case it was not made clear, I am trying to intentionally run Overwatch at twice what my display can produce, to reduce input lag and increase responsiveness without screentearing. I am achieving that in borderless windowed mode, but not in fullscreen mode.

V-Sync=on also caps FPS to the display refresh rate.

V-Sync is off.

Also reduced buffering has zero effect on my SIM or FPS for some reason. I Currently have it on. Any idea why?

edit: If V-Sync was not off, then why would I be able to achieve my desired result of 120+FPS by turning on windowed mode? The only different from the settings between the 2 is the widowed-vs-fullscreen.

Delete the Battle.net Cache folder:

Repair the game:

Thank you for the reply Delmoryth. It was a good call, as I definitely needed to update my OS and that was a whole rabbit hole to fix. Spent quite a bit of time looking into that.

Then after finally finishing all the steps you suggest I can report that - there was absolutely no change.
Still capped at 59/60 in fullscreen mode only.
Perfectly fine in borderless-windowed mode.
No change to FPS or SIM either.

Is there anything else we can do?

Did they help you find a fix because I have the same problem.
