Freja's Explosive wind-up visual effect when using "Take Aim" not playing when hitting enemies?

Freja’s Explosive arrow when using the Take Aim ability is meant to play a wind-up visual effect of blue swirls before the explosion goes off a moment later. This wind-up effect plays perfectly fine when hitting the ground or wall (environment), but whenever it collides with an enemy it only plays the small effect of the explosion going off; not the build-up. Not sure if this is a bug or a technical issue on my end but seeing that the visual effect plays perfectly fine when it collides with the environment makes me suspect its a bug to do with enemy collision. Tried updating my graphics driver, re-opening the game, changing all the relevant visual settings to high/ultra- It still will never play the effect no matter what (in-game, in replay, even spectating an enemy Freja, all maps/gamemodes). For reference I am on a 2020 Razer Ultra Gaming Laptop.
