Game running poorly. stuck at 20fps

Hello.

since i have installed this game it has been not getting over 20 fps and overall looking poorly.
i have update everything including graphics cars updates.
its unplayable and would love some help.
steps i’ve tried:
reinstalling
clearing temp folder
changing ingame settings all the way to low, high, ive tried it all.(yes i’ve tried max framerate settings too)

my specs:
NVIDIA GeForce RTX 2060
Intel(R) Core™ i5-10300H CPU @ 2.50GHz
16gb ram
running on win11.

I’ve been getting some serious dips if I don’t have it set to high priority in task manager.
like dropping to the 40s from the low 200s.
high priority does help though. shame you cant permanently set it without a third party program because Microsoft is slowly taking user control away.
