The launcher isn’t downloading the 2.28Gb update although it loads the residency and patch indices but not the update. All other programs use the internet but the update is stuck on 0B/s and won’t download anything

Try steps described here .
Enter the game installation folder and delete the .build.info and .patch.result files, then perform Scan and repair .
