It is not overheating, and i have 16 gb ram, 1070 nvidia card and i7700k processor.
In overwatch i sometimes get fully 70 fps and sometimes around 40 - 55 fps and that happens in all other games too with sometimes it is fully fps and sometimes it is down on 20 - 55 fps. pls help have watched all youtube videosssss… HELPPP
Please make sure the troubleshooting steps listed here, are included (the advanced ones too). 
Note: when closing background applications, close all those programs your system doesn’t need to function properly; please do not skip this step, especially if you have overlays running.
