So I bought a new PC a few months ago and since then I noticed this problem, my game runs at 120 fps without drops, but the game looks like its running at 40~50 fps.
My specs are:
GeForce 1060 6GB
Intel Core I5-7400 CPU 3.00 GHz
8GB RAM
64 bits
Note: I used to play on a Notebook with a 930M on it and the game seems smooth playing at 60 (because the fps is limited for some reason, even without v-sync), but now I play on a 4k TV (maybe this can affect too). V-sync is disabled and I’m playing with the GeForce experience now for less frame skipping.
4k tv, check the model and get back to me with the hz. You really want to look into refresh rate. A lot of TV’s are at 24hz, it sounds in your case, you have the fps, but you can’t see anything above your refresh rate. Which means you’re seeing around 24fps. You might want to invest in a monitor thats 60hz to start off with, or 144hz.

Its a Samsung UHDTV MU6100, from some review sites that I acessed, one said that it has 120hz and the other said 60hz. And I forgot to say that any other game runs fine and smooth
well… the only other thing I can think about that in resolution settings, is it set to “1920x1080 (120hz)” because they list different refresh rates in the resolution menu.
I would recommend changing your video card’s settings to “Max Pre-rendered Frames = 1.” Next, change the power setting on your card to “Power Management Mode = Prefer Max Performance”. Turn off “Vsync.” Finally, make sure “Preferred Refresh Rate = Highest Available.”
