If Blizzard have not designed Hero 29 to be a strong counter against Widowmaker and Hanzo I will be very surprised indeed.

Dive counters current Widow quite good(after the hook cd nerf). But Hanzo can run and bust the dive tanks with pure damage, not even sure what 100% shuts down a Hanzo atm.

A half-decent Dva, Wreckingball, Sombra, Genji, or a Winston with any type of backup. A Widow would have to be atleast decent, and Tracer too.
“Decent” is in comparison to the Hanzo player.
Edit: before you start talking about storm arrows; a half-decent player will engage when those are on cooldown, or they have cooldowns available to counter it.
