in my honest opinion yes and the thing is that toxicity is not the only thing thats making the game die and from what i noticed the addition of heroes like brigette and moira who are heroes that are pretty easy to play (and not easy to play and as in has a pretty simple kit easy to play as in low skill hight reward) so whenever people get killed by heroes like moira or brigette a lot of them including myself feel frustrated to get killed by a moira ball for example or just getting stunned by a brigette out of nowhere (stuns are a whole other topic and a reason for toxicity and the communiy dying) i’m not saying to remove them obviously but a second longer and brigette’s stun is nothing
