Low FPS / 100% CPU usage / Freezing

When playing OW my CPU usage goes to 100% every time and I feel like it’s bottle necking the performance. I have i5 6400 and feel like it should be adequate to run OW without using all of its power on it. GTX 1070 should be able to push out constant >200 fps on all-low settings and during fights I’m dropping to <100. The game also staggers/freezes every 30-60s or so, which lasts for half a second - enough to mess up my aim or get myself killed.

I’ve completely removed my GPU drivers with DDU and installed new ones, set my windows & Nvidia options to high performance, set OW on high priority in task manager, set physX to be handled always by GPU, optimized Nvidia control panel options and in-game video options etc. I even OC’d my GPU which gave a slight fps boost but did not remove the problem.

I have HWMonitor stats in imgur and DxDiag in pastebin but apparently cannot link them here. The imgur link ends in /a/wq9u3wQ and pastebin in /qsJTXmtE after the domains, respectively.

I know complaining about <100 fps can sound petty, but it’s frustrating when I get <100 on low when other GTX 1070 users get >100 on ultra.

Any help would be appreciated.

Use Selective startup and check that background applications do not impact the game.
Additionally, if you have a security program, turn it off or temporarily uninstall it.

If you can give me more infos about your specs and settings I might find something, note I’m just an apprentice in It administration, maybe i know smth.

I run a gtx 1070ti paired with a i7-7700k (biggest noctua tower cooler) 16gb ram, 750w psu

Running ow on medium - high, 2k 170fps stable

The more infos the better, fun fact: we had programs not working bc of a keyboard layout setting… I mean whaaaaaat? Everything could be the bad thing.

Please disable the overclock (set everything back to factory default) and disable the Nvidia control panel options as well. These settings are at times set far too high, and can cause trouble.

As suggested by others here as well, go through the steps to close background applications and retest once more once done.
