Microfreezes after replacing video card

Hi all. A couple of days ago I moved my video card and SSD to another computer, which is slightly better than the previous one, and I encountered microfreezes in the game.
During the entire match, when I rotate the camera, or with a lot of animations and effects, it freezes all the time for a millisecond, as if I had a lot of programs running in the background. I tried lowering the graphics settings to minimum and increasing them to maximum. The game runs smoothly in both cases and the FPS stays at around 200, but sometimes at some points it starts to freeze, and the FPS at these moments does not change and is still 200.
I reinstalled the video card drivers. I reinstalled Overwatch. Nothing helps. All other programs were always closed, except for background programs for the mouse and keyboard.

i5 4690K 3.5gHz
ssd 860 evo
RAM 16 gb
Before I moved to this computer, another person was using it and his video card was worse than mine, GTX 960, and he did not have microfreezes. That is, I only replaced the video card and hard drive and the freezes started.
