Purchased the new Cyber DJ Lucio skin yesterday when it came out only to find out the next day that it will become free on twitch drops since I have only just bought it I requested a refund but I cant get my money back because I spent the coins already isn’t that the whole point? Why can i not refund it this is so stupid.

Also l, you bought the credits (not the skin) you then exchanged the credits for said skin. Technically speaking, you’d need to look at a refund in the purchase of credits. But as you’ve already used them, you’ll probably be out of luck.

Try contacting support, in the purchasing department. I know it’s a pain to get to a suitable directory that allows you to write an email instead of being directed to their hateful “murloc assistant” (I personally hate this type of approach in support, when they consider you so idiotic as not to be able to read their FAQ and justify their absenteeism in the support department to answer questions).
frankly I would expose the argument with the simplest of logics: “I demand a refund or immediately contact the association for the protection of consumers in my country” (and you can do it, considering that you always have a very precise history of your purchase in your account and above all an entire official advertising department that confirms the availability of the skin this week)
