If a person reaches 0, get’s blocked from the current competitive for a couple of days.
No reward at the end of the month is you are less than 500.
If it’s not possible, let’s do this way.
If you don’t win for x times in a row, you get a suspension, equally to the leaver penalty, but you don’t risk the ban from the season. only if you lose them all(let’s say more than 30?) you will get suspended for a week from competitive.
Let’s hypotesis: you lose 5 games in a row? 10 min suspension to reflect and calm down. You lose 5 more games? 30 minutes and so on.
I don’t have any other suggestions for now.

usually the trolls do that in company, so if in that case they get reported aswell in that game it can count.
I think i understand your point however for people at these low SR getting on win streaks is rare enough to make penalising players for not going on win streaks affect innocent players, the risk would be high enough that Blizzard would not implement that
Everything else from my pov could be reasonable but Blizzard would probably still not implement it for some reason i havn’t thought off.
Win is a thing, losing is another. I mean, i would have loved a nice penalty when I did lost 10 games in a row but hey, I only played around 4500 games in the past 6 months 
None of your suggestions would “stop trolls”. All of them sound horrible for bad players.
Not only for bad players. It happens that I go on 10-game streaks, both winning and losing. Luckily, playing poker gave me tilt-proof skin inches thick.

And well, it sounds kind of ridiculous that Blizzard should hold people’s hand to stop them from tilting.
If someone is throwing 10+ games in a row, their SR will plummet, and you shouldn’t be matched with them very often either. They will easily be down 300SR because of streak bonus/penalty after that.

Yes, I did read it. I think that your idea is stupid.
You are proposing that the lowest ranking bronzes do not receive rewards for being at their rank, and get suspended for dropping to 0, or your second idea of being suspended for losing a certain amount of games in a row. I can see the reason for it, you can get a bit of time to calm down so that your no longer annoyed in your next match, but your locking people out of the game for losing. Your punishing people for losing, which happens to everybody all the time. I definitely do want toxicity to be minimised in my games, but this feature isn’t going to do that. Depending on how you could interpret it, it could lead to additional toxicity.
but people would just not lose every single one, you could still throw 4 matches then play well, you could still troll for 2 matches then back to normal, i can see what you’re trying to do but it just wouldn’t work
What you’d really be doing is punishing the unlucky ones who are trying but not winning
