After reading the forum and other discussions on the Internet, it seems to me that smurfing is allowed in Overwatch. What I cant find is any statement of the Overwatch Team whatsoever. Am I just blind or have they never said anything about smurfing?

Smurfing gives Blizzard more money, so I doubt they’d have a problem with that tbh.

Having more accounts is fine.
Smurfing tends to take a little time to catch, as it isn’t as black and white as some seem to think. But they do get banned eventually. Usually get caught for boosting others.
They said something along the lines of “alts get to their actual mmr level quickly” so, maybe I guess.
They have said this many times.
I someone doubts it, they can find out for themselves I guess. Just buy another account and see what happens.

When I played with my alt (due to my mains, Mercy and D.Va, receiving reworks), I found myself matched with some diamonds despite not ever touching that rank, and even had 3 diamond borders on my team. I recall one QP match where only one of my team was on his actual account, and one of the opponents we were facing against was a top 500. Another thing is that you get massive SR jumps for winning your first few comp matches after placements (though this may not be alt-specific).
On the other hand, OW does get put on sale a quite a lot and even has free weekend sessions.
If I remember correctly they only ban smurfs which are toxic, so for example if you smurf, and throw games to derank you can expect to get a hammer.
Report all smurfs as cheating.
Enemy team have an unfair advantage the matchmaking is being manipulated malicious and unfair by smurfs.
The term " Smurf " is used to refer to an experienced player who creates a new account for the purposes of being matched against inexperienced players for easy wins, boosting others, selling accounts, etc…
Its same as cheating, cheats boost you through ladder and smurfs boost others trough ladder.
Having to play against cheaters is unfair
Having to play against a smurf who boost and enjoys to torment low players is unfair .
Cheats, exploits or any in-game bug that gives advantage over other players is unfair
It the same result either by a software or human that takes advantage over other players is still cheating.
Cheating can be by software and human.
Boosting or tormenting players from bronze, silver and gold is unfair.
Boosting can be done by software or human.
Boosting is an unfair process, a master that boost other players instead of cheating software is no different from unfair concept.
Anything that that can be exploited to gain advantage over others unfairly either by software or human is cheating.
unfair advantage= cheating
aim bot/software exploits= unfair advantage
smurf=unfair advantage
unfair advantage= cheating
cheating=unfair advantage
Blizzard earns money by milking smurfs.

How to combat this?
I was a heavy anti cheaters, but many said they cheat because smurfs torment them and I agree.
I no longer condemn cheaters who Fighting unfair advantage with unfair advantage.

That is a horrible take and one I 10000000% don’t agree with. (apart from it is technically cheating).

The “Batman” picture is of Robin and Starfire btw. And yes I changed it to RodimusPrime on Discord because the good server I’m in (the one Hulk got kicked from and is bitter about), they were confused by it, so I changed it to my OW account name to keep it clear when we are playing games.
