Whenever I join any match or group, it says I’m in voice comms, however I can’t hear anyone talk and I myself cannot talk either. I have no idea what is going on. Please help
Even though it says there is only me in comms , I have tried it with my friend and he says I wasn’t in when the game said I was.
I have also tested if it was windows and it isn’t, it isn’t battlenet either.

Do you live on a university campus or similar communal property by any chance? When I lived on college the IT Dept. had Blizzard’s Voice Chat service blocked but only Blizzard’s, every other game was fine.

Please make sure you have all ports indicated here open. Keep in mind, however, that you might not be able to do so if you are on a public network!
If all required ports are open and the issue persists, please follow troubleshooting steps here (including the advanced ones) and give it another try.
